In the picture, Giuliani is standing with El Credito owner Ernesto Perez, who is an important figure in the business of Cuban cigars.

This picture implies that Giuliani, a Republican Presidential candidate, has been making surreptitious trips to Havana for years to stock up on his Cuban cigars. In other words, Giuliani is somewhat duplicitous. Rudy Giuliani is renowned for being a cigar enthusiast, and it seems he has been caught with his hand in the cookie jar. Of course, more than one hypocritical American politician publicly supports the trade embargo and privately enjoys excellent quality Cuban cigars. However, other politicians are shrewd enough to avoid detection. It doesn't take a genius to work out that having your photograph taken with a Cuban cigar tycoon is a bad move if you're a right-wing United States politician. This news is bound to have a negative impact on his campaign.
